This Plan proposes a roadmap to strengthen the conservation of migratory species and sustainable management of Amazonian fishery systems. It was co-designed participatively among six Amazonian countries during 2025 to be presented at COP15-CMS.
Strategic Objectives:
Maintain river connectivity and critical habitats
Strengthen scientific research and regional monitoring
Promote sustainable fishery value chains
Harmonize policies among countries

Knowledge and Social Legitimacy
The Regional Manifesto of Fishermen and Fisherwomen brings together the priorities of those who rely on the Amazon rivers, agreed upon by 19 delegations across 9 basins and 5 countries, and aligned with regional conservation and connectivity goals.

The Amazon Basin is an integrated ecological, social, and economic system. The conservation of migratory species and river functionality requires a coordinated response among countries.
Adopting the Plan at COP15 represents a step toward regional governance of these systems.
Impact on the International Agenda
The adoption of the Regional Action Plan at COP15 will contribute to:
- Turning commitments from Appendix II of CMS into concrete actions
- Stronger cooperation for transboundary species
- Mobilizing technical and financial resources
- Integrating recommendations into public policies
Connected Rivers, a Shared Decision
The connectivity of the Amazon Basin requires regional cooperation, scientific evidence, and social participation to guide policies and investments.
